Mosquito is going to be a problem, we just came back from Taiwan, my kids had a lot of mosquito and other bug bites. One was bad enough (bitten above ankle, swelling then spread down all the way to the toes so it was kind of scary looking) that we went to seek doctor's help. It was not too bad, a dermotologist treated it, including medication, for a total of NT 275. Two years ago, my other child was bitten and also swelled up pretty badly (on the face), it costed about NT 400. Based on these two small sample size, I think medical treatment in Taiwan is going to be alright, unless you need major medical care.
Academically, I think you probably only need to worry about Chinese. Elementary school in USA is fairly easy, not to mention Taiwan tries to imitate US education system. I think they try to "copy" California's academic expectations, which is a shame, as I believe Taiwan's basic education was better, had higher standard, back when I was a child.
